With two challengers besting two incumbents in the Unit 1 Sault Tribe primary, the message is clear, Sault Tribe Members want change! From using the Elder Fund as collateral for the Greektown Casino to balancing the budget with the Elder Fund then boasting about it, the choice is also clear.... No incumbents!
The decision to lend my support was made very carefully. The only candidate I see that has detailed a plan for our future is Malloy. What impresses me most is her honesty and open communication. If a candidate will not take a position on the key issues, Protection of the Elder Fund, Full disclosure of financials, Seraration of Powers, and Employee Rights, how can you know how they will vote?

MICHIGAN INDIAN LAND CLAIMS SETTLEMENT ACT - 111 STAT. 2662 PUBLIC LAW 105–143—DEC. 15, 1997
SEC. 108. PLAN FOR USE OF SAULT STE. MARIE TRIBE OF CHIPPEWA INDIANS OF MICHIGAN FUNDS.
(a) SELF-SUFFICIENCY FUND.—
(1) The Sault Ste. Marie Tribe of Chippewa Indians of Michigan (referred to in this section as the ‘‘Sault Ste. Marie Tribe’’), through its board of directors, shall establish a trust fund for the benefit of the Sault Ste. Marie Tribe which shall be known as the ‘‘Self-Sufficiency Fund’’. The principal of the Self-Sufficiency Fund shall consist of—
(A) the Sault Ste. Marie Tribe’s share of the judgment funds transferred by the Secretary to the board of directors pursuant to subsection (e);
(B) such amounts of the interest and other income of the Self-Sufficiency Fund as the board of directors may
choose to add to the principal; and
(C) any other funds that the board of directors of
the Sault Ste. Marie Tribe chooses to add to the principal.

(2) The board of directors shall be the trustee of the Self-Sufficiency Fund and shall administer the Fund in accordance with the provisions of this section.
(b) USE OF PRINCIPAL.—
(1) The principal of the Self-Sufficiency Fund shall be used exclusively for investments or expenditures which the board of directors determines—
(A) are reasonably related to—
(i) economic development beneficial to the tribe; or
(ii) development of tribal resources;
(B) are otherwise financially beneficial to the tribe and its members; or
(C) will consolidate or enhance tribal landholdings.
(2) At least one-half of the principal of the Self-Sufficiency Fund at any given time shall be invested in investment instruments or funds calculated to produce a reasonable rate of return without undue speculation or risk.
(3) No portion of the principal of the Self-Sufficiency Fund shall be distributed in the form of per capita payments.
(4) Any lands acquired using amounts from the Self- Sufficiency Fund shall be held as Indian lands are held.
(c) USE OF SELF-SUFFICIENCY FUND INCOME.—The interest and other investment income of the Self-Sufficiency Fund shall be distributed—
(1) as an addition to the principal of the Fund;
(2) as a dividend to tribal members;
(3) as a per capita payment to some group or category
of tribal members designated by the board of directors;
(4) for educational, social welfare, health, cultural, or charitable purposes which benefit the members of the Sault Ste. Marie Tribe; or
(5) for consolidation or enhancement of tribal lands.
(d) GENERAL RULES AND PROCEDURES.—
(1) The Self-Sufficiency Fund shall be maintained as a separate account.
(2) The books and records of the Self-Sufficiency Fund shall be audited at least once during each fiscal year by an independent certified public accountant who shall prepare a report on the results of such audit. Such report shall be treated as a public document of the Sault Ste. Marie Tribe and a copy of the report shall be available for inspection by any enrolled member of the Sault Ste. Marie Tribe.
(e) TRANSFER OF JUDGMENT FUNDS TO SELF-SUFFICIENCY
FUND.—
(1) The Secretary shall transfer to the Self-Sufficiency Fund the share of the funds which have been allocated to the Sault Ste. Marie Tribe pursuant to section 104.
(2) Notwithstanding any other provision of law, after the transfer required by paragraph (1) the approval of the Secretary for any payment or distribution from the principal or income of the Self-Sufficiency Fund shall not be required and the Secretary shall have no trust responsibility for the investment, administration, or expenditure of the principal or income of the Self-Sufficiency Fund.

Thank You! Your Vote For Change is Working!
Thank you for your votes in the Primary Election!
We came in third with 889 votes (the unofficial tally). I am so grateful to all of you who placed your confidence in me. It is humbling and I do not take the responsibility lightly, as your votes show great support for my platform and belief that the members of this tribe want to move forward. We need positive change for the membership and we need it now.
Wayne Goetz has asked me to let you all know that he is throwing his support behind us. Wayne earned a respectable 728 votes! He also supports Seperation of Powers, Reduced Board Pay, Restoration and Protection of the Elder Fund, Restoration of Services, Restoration and Protection of the Education Fund, and Full and Honest Communication with the Membership!
Thank you Wayne for your support, but most of all, thank you for putting yourself out there for the benefit of the membership! Your time and committment to our people is very much appreciated!
It's going to get tough now. Already people are asking me who else they should support for this election. All I can say at this point is I would need more information on the candidates to make that decision. I urge you to look at what they are supporting and decide if it is in line with what we are working toward.... Positive Change and Forward Motion. We need to elect effective leadership that can build a coalition for change from the path our tribe has been on. We need someone who will stand up for the members of this tribe and one who will not only consider but honor the will of the people when making decisions that affect our lives.
Much work needs to be done if we are to move into a position where we can win this election. It will take many hands working together to accomplish the goals we have set.

I want to thank those of you who have sent campaign contributions! I can't tell you how moving it is to have someone send money. In these economic times, where so many of us are just getting by, it fills my heart when I receive your checks. I literally get choked up about it. Because of you, we will be able to get our message out in another flyer after the Primary! Thank you! Thank you to all of you who voted for me, sent money or words of well wishes and encouragement. I remain committed to bringing your voice back to the board table and will serve you with honor and more so humility knowing so many have placed their trust in me.

Most recent MI Supreme Court decision re $2.6 Million suit of Sault Tribe v Bernard Bouschor and other defendants
There is much information here as to the potentially favorable outcome for Sault Tribe if the Board votes to allow this case go to a jury trial instead of settling via mediation... What plan does the existing board have for this case? Ask your board members~ I believe that ALL monies lost, including the costs to recover, should be the least amount the board should consider. However, I would not vote to settle in mediation. Instead I would prefer it go to a Jury Trial where the culprits would be made to take responsibility for their actions, the tribe would stand to gain the entire amount of the losses, and the jury has the option to award damages up to (I believe) three times the amount of the loss.

Coffee Hour Meet and Greet in Kinross
Coffee Hour Meet and Greet at the Kinross Rec Center on May 3rd from 6:30 p.m. to 8:00 p.m.
The purpose is to offer a free form discussion to allow people in the Kincheloe area an opportunity to meet me, ask questions and discuss their thoughts, concerns and ideas regarding our tribe. There will be free coffee and home made cookies available. By the way these are regular Rec Center hours of operation. So, if you need to bring your children, they will have plenty of fun things to do while you take part in the meeting.
Plans are being made to have this same forum in other communites and more information will be provided as the dates and times are set.
